Workshop on Labour Management in the Context of an Aging Population

According the National Population Census of 2019, there are 11.4 million (11.9%) people over 60 years old in Vietnam, which is expected to reach 26.9 (24.8) million by 2049. Similarly, the number of people over 80 years old is also estimated to increase from 1.9 million in 2019 to 4.3 million in 2049. Aging population has been posing several challenges to not only the country’s healthcare system but also economic development, for example through the decreased size of the labour force and the impossibility of salary payment or social security system.

Against this background, Hanns Seidel Foundation in Vietnam (HSF) and the University of Labour and Social Affairs (ULSA) organised a one-day Workshop to discuss the current situation of aging population, its socio-economic impacts, international experiences on demographic management in the context of aging population, and the employment of older workers in Vietnam. The Workshop welcomed the participation of many scientists, researchers, managers and lecturers from various universities, representatives from HSF and different faculties and departments of the ULSA, and more than 60 student of the Faculty of Human Resource Management of the ULSA.

Besides animated discussions on the issue, the experts also proposed potential solutions and made policy recommendations on how to adapt to an aging population, for example by creating jobs for the elderly, mobilising social advocacy, tackling age-based discrimination in employment. Furthermore, they emphasised that changes should be rooted in the mind-set that older people are not a burden of society. Instead, there should be policies on enabling older workers to continue to work and encouraging enterprises to improve their infrastructure and equipment to protect older workers from occupational accidents and to maintain their productivity.

This project in cooperation with the ULSA is part of HSF’s efforts to fulfil our commitments to facilitating the implementation of SDG10 aimed at reducing inequalities in Vietnam. We look forwards to further successful collaborations on this mission in the future.
