Hybrid workshop on Industry 4.0
Workshop on "International experience in improving regulatory frameworks on property, contracts, ownership and other relevant issues emerging from the Industry 4.0"

At the 2-day hybrid multistakeholder dialogue on Industry 4.0, jointly hosted by the Ministry of Justice (Civil and Economic Law Department), Hanns Seidel Foundation Vietnam (HSF) and GIZ Vietnam, Vietnamese and international experts as well as policymakers address and discuss the challenges and potential solutions of the regulatory frameworks on property, contracts, ownership and other relevant issues emerging from the Industry 4.0 in Vietnam.

Industry 4.0 phenomena such as the internet of things (IoT), Big data, Artificial intelligence (AI), and the rise of platform models come with new regulatory challenges. Not only the industry, users and consumers but also policymakers are facing emerging issues related to patent rights of intellectual property, or data protection, products or even inventions created by AI. Moreover, the protection of data and regulatory answers to crypto assets are difficult regulatory areas. In the legal context, Vietnam currently does not have specific regulations for the mentioned fields. For a socially just and sustainable development of such emerging phenomena, sound regulation will be crucial.

Against this background, HSF, GIZ and MOJ joined hands to convene a two-day hybrid multi-stakeholder dialogue. During the first day of the dialogue, speakers and participants discussed intensively about Vietnamese legislation and regulatory responses of European countries on crypto-assets, smart contract, and intellectual property. Experts from research institutes and Legal Faculties at Vietnamese Universities provided input and reform needs in Vietnam while international experts from Germany and Italy presented on international regulatory best practices – specifically in Germany and the EU.

For instance, Christian Pieper of the German State of Saxony Ministry of Justice, Democracy, European Affairs and Gender Equality presented German and EU approaches to smart contracts, crypto assets and regulatory sandboxes. Prof Roberto Zicari of the Yrkeshögskolan Arcada University at Helsinki presented the EU framework for trustworthy AI and Big Data. This dialogue serves as a pilot project that will be followed up with more detailed regulatory discussions in 2022.
