Workshop on Impacts of the Covid-19 Pandemic and Labour and Employment Solutions for Workers in Formal Sector

The Covid-19 Pandemic has been exerting detrimental effects on economies and employment all around the world. Thanks to its quick responses with strict preventative measures against the pandemic, Vietnam is one a handful of nations who could maintain positive economic growth in 2020. Yet preventative measures themselves together with the global recession have severe employment consequences in the country, causing millions of people to lose their jobs and incomes.

In order to provide scientific evidence for policy development to cope with this issue, Hanns Seidel Foundation in Vietnam (HSF) and our long-term partner – the Institute for Labour Science and Social Affairs (ILSSA) has conducted an empirical research “Assessing the Impact of Covid-19 Pandemic and Policy recommendations on Labour and Employment Policies for Post-Pandemic Recovery” from April to August this year. Main results of the research were presented in the Workshop on 19th November in Hanoi. Besides assessment of impacts of the pandemic on labour market and incomes of people working in most affected sectors such as tourism, gastronomy, transport and entertainment services, the research also proposed policy recommendations for helping affected workers, especially those belong to disadvantaged groups, to overcome difficulties during the pandemic and to return to labour market in the post-pandemic period.

In addition to the presentation of research findings, the workshop provided participants, who comprised representatives from relevant ministries, research institutes, universities and vocational colleges, international and national organisations, as well as private enterprises with a platform for exchanging perspectives on impacts of the pandemic on enterprises, workers, employment and labour market. Moreover, they also expressed their opinions on the government’s policy responses, especially those related to social insurance coverage and the government’s financial aid package in Vietnam. Finally, the participants discussed recommendations for solutions and policies regarding the development of human resources and labour market both in the short term and in the long term in Vietnam. These discussions gathered valuable information and inputs for the finalisation of the research report which will then support the development of post-pandemic policies for stimulating livelihoods stabilisation and national economic recovery in Vietnam.
