In partnership with the Office of the National Assembly, Hanns Seidel Foundation Vietnam co-organised a multistakeholder Workshop to discuss the draft land law and its coherence with other existing laws. Chaired by Mr. Hoang Thanh Tung – Chairman of the Legal Affairs Committee of the NA, Ms. Nguyen Thi Phuong Hoa – Vice Minister of the Ministry of Natural Resources and Environment, and Ms. Tran Hong Nguyen – Vice Chairwoman of the Legal Affairs Committee of the NA, the workshop included experts, organizations, many Deputies of the NA and government stakeholders.At the workshop, Chairman of the National Assembly's Law Committee Hoang Thanh Tung emphasized the need to improve the Land law towards efficiency, transparency and compliance with international standards. In order to promote sustainable economic and social development, Mr. Tung also urged decision-makers to place the legitimate rights and interests of the people at the forefront of the policy-making process. Mr. Michael Siegner, Resident Representative of HSF Vietnam, stated that all aspects of the nation's social, political, and economic life are impacted by land law. It serves as the basis for a number of other laws, including the laws on housing, real estate transactions, and dike management.
During an active and exciting working day, 12 presentations and many exchange of opinions from experts, scientists, managers, and delegates attending the workshop were discussed. Four main topics on land law were categorized in sectors of housing and real estate business; investment; civil sector; and in the field of religion and culture. All will be used as inputs to draft the amendment on Land law.
As the amendment process of the land law inevitably affects all social and economic spheres in Vietnam, HSF is delighted to see an open and constructive dialogue process happening before the draft law is submitted to the upcoming plenary session of the 15th NA of Vietnam.
