Workshop on Circular Economy – Promoting Sustainable Consumption and Production in Vietnam

Defined as “a model of production and consumption, which involves sharing, leasing, reusing, repairing, refurbishing and recycling existing materials and products as long as possible” (* European Parliament, 2015), the concept of Circular Economy (CE) has not only garnered global attention in recent years and Vietnam is no exception. In the past few years, the Vietnamese government has adopted various strategic documents concerning different aspects of CE to promote sustainable development in the country.

At the beginning of the Workshop on 15th October 2020 co-organised by Hanns Seidel Foundation Vietnam (HSF) and the Ministry of Industry and Trade (MoIT), a representative of the Department of Energy Efficiency and Sustainable Development (DoEESD) made a brief presentation on the new National Action Plan on Sustainable Production and Consumption (SPC) for the period 2021 – 2030 in which CE is determined as one of the most important solutions for the implementation of Sustainable Development Goals (SDGs) in Vietnam. The National Action Plan was approved in the Decision No. 889/TTg-QD of the Prime Minister of Vietnam on 24th June 2020 and will come into effect in 2021.

After this introduction presentation, more than 60 representatives of agencies and research institutes of relevant ministries as well as international and local civil society organisations exchanged experiences and opinions on not only opportunities but also challenges and obstacles that the concept of CE brings for Vietnam. A particular emphasis was laid on CE in plastic sector and CE in the context of increased international and regional integration. Besides, the Workshop participants also discussed how to develop a comprehensive approach and to successfully implement CE in order to promote sustainable development while maintaining the economic growth in Vietnam.
