Promoting the Transition to Circular Economy in Vietnam
Workshop on Circular Economy and Policy Solutions for Vietnam

Being viewed as a comprehensive approach to improve environmental quality, to create economic prosperity and to guarantee social equity for both current and future generations, the concept of Circular Economy has become an emerging topic in Vietnam's political agenda. In view of this, since April 2020, HSF has been collaborating with the Institute of Strategy and Policy on Natural Resources and Environment (ISPONRE) in a two-year research project to propose policy framework and roadmap for the transition to a circular economy in Vietnam.

During the first Consultation Workshop within the framework of the collaboration project between Hanns Seidel Foundation in Vietnam (HSF) and the ISPONRE on circular economy, researchers from research institutes of relevant ministries and representatives from civil society organisation presented reviews of circular economy, its roles in achieving the Sustainable Development Goals, and its implementation in Vietnam. A particular focus was put on challenges for circular economy in agricultural and industrial sectors as well as policy implications for a successful transition to circular economy in Vietnam aiming at a balance between economic growth and environmental protection. Furthermore, the participants also discussed main contents of the research “Conceptual Framework, International Experiences and Policy Recommendations for the Implementation of Circular Economy in Vietnam” which was conducted this year by ISPONRE with HSF’s support.

On the same day, the National Assembly of Vietnam approved the revised Law on Environmental Protection (LEP) which promoted circular economy in several articles. For examples, the garbage collection and treatment charges will be calculated based on actual amount of waste dumped, which encourages waste sorting especially in manufacturing facilities and, therefore, stimulate the transition to the circular economy. The revised Law on Environmental Protection will become effective on 1st January 2021.

Through the close cooperation with relevant ministries and their research institutes, HSF will continuously support the application of circular economy and implementation of Sustainable Development Goals in Vietnam.
