Exchange experiences of Best Available Techniques (BAT)
Vietnamese Delegation Visit on “BAT as a Tool for Industrial Pollution Prevention and Control” in Europe

A delegation from the Ministry of Natural Resources and Environment of Vietnam (MoNRE) and Hanns Seidel Foundation Vietnam (HSF) visited Germany, Belgium and France from 26th to 30th September to exchange experiences of implementing Best Available Techniques (BAT) in the context of the Sevilla Process. Led by Dr Vo Tuan Nhan – Vice Minister of the MoNRE, other delegation members included five Directors General and Deputy Directors General of five departments under the MoNRE together with the Resident Representative and a Programme Manager of HSF. This delegation visit is part of the cooperation project between HSF and MoNRE on improving legal framework for BAT application in Vietnam.

Discussions on climate action in Germany

During the first two days of the visit, the Vietnamese delegation had in-depth discussions with the German Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV), the Federal Ministry of Economic Affairs and Climate Action (BMWK), the Federation of German Industries (BDI), and the German Environmental Agency (UBA). The dialogue partners exchanged perspectives and experiences of Germany and Vietnam on fulfilling international environmental commitments, applying BATs as a tool to prevent and control industrial emissions, and facilitating sustainable energy transitions. Furthermore, in the meeting with members of German Parliament, the HE Vo Tuan Nhan – Vice Minister of MoNRE also highlighted the need to strengthening the cooperation between the two countries in the fight against climate change.

In the next two days, the delegation visited the EC in Brussels to engage in intensive technical discussions on European experiences in reducing CO2 emissions by using the Best Available Techniques (BAT) approach, circular economy, and transitioning to renewable energy. Vice Minister Vo Tuan Nhan also discussed the cooperation between the EU and Vietnam with Ms Florika Fink-Hooijer who leads the Directorate-General for Environment at the EC.

Other highlights included a roundtable discussion with various EU stakeholders on reducing emissions and talks on Vietnam's international climate commitments with Mr Marc Vanheukelen - Ambassador at Large for Climate Diplomacy at the European External Action Service.

The first-ever MoNRE’s delegation visit to the OECD in Paris

On the last day of the programme, the delegation made the first-ever visit of MoNRE to the OECD. Vice Minister Vo Tuan Nhan and Ms Jo Tyndall – Director of the Environment Directorate of the OECD discussed various collaboration opportunities such as the OECD's Southeast Asia Ministerial Forum in Hanoi on 17-18 October 2022 as well as the ongoing and future work in collaboration with Vietnam under the OECD’s Clean Energy Finance and Investment Mobilisation (CEFIM) programme. The meeting was followed by a technical dialogue with the OECD's secretariat on BAT and it was agreed in principle that OECD will provide technical assistance to MoNRE for the implementation of BAT in Vietnam while HSF will continue facilitate this process.
