Vietnam Circular Economy Forum 2023 in Hanoi

In cooperation with MONRE and relevant stakeholders, HSF is proud to support the VCEF 2023 which attracted over 300 participants. The forum was attended by Deputy Prime Minister Tran Hong Ha, Minister Dang Quoc Khanh of MONRE, leaders of the World Economic Forum, the Ellen MacArthur Foundation, the UNPD and heads of central ministries and departments. Various representatives from the Ministry of Natural Resources and Environment, NGOs, international organizations, universities, research institutes and enterprises, as well as leading circular economy experts attended as well.

Speaking at the Forum, Deputy Prime Minister Tran Hong Ha emphasized that the adoption of a circular economy is a significant step forward in Vietnam's pursuit of sustainable development, in line with global efforts. He emphasized the central role of a circular economy in fostering cooperation between businesses and the government, and the need for consensus among government agencies, businesses, academics, and the public. "Shared awareness is the key to successfully achieving the goals of the circular economy in a holistic manner," said the Deputy Prime Minister.

Speakers underscored the paramount importance of environmental and climate issues on Vietnam's agenda, emphasizing the commitment to protecting public health, maintaining the quality of the living environment, and preserving biodiversity and ecosystems. Dr Dang Quoc Khanh, Minister of MONRE advocated a circular economy as the optimal path for sustainable economic development. He noted that international organizations and countries around the world are supporting the circular economy to prevent resource depletion and address the impacts of climate change. The Minister highlighted the role of a circular economy in promoting innovation, improving the quality of agricultural products, strengthening national competitiveness, promoting sustainable production and consumption, and harmonizing the relationship between the economy and the environment.

Ramla Khalidi, UNDP Resident Representative in Vietnam and speaker at the CE Forum, stressed the importance of a circular economy and its critical role in achieving sustainable development.  "UN Secretary-General António Guterres has said that the 2030 Sustainable Development Goals (SDGs) are off track and has called for a rescue plan," she told the gathering. "We believe that building a sustainable, inclusive and prosperous world by 2030 is not only still possible, but necessary. By accelerating the transition to a low-carbon and inclusive circular economy, Vietnam can lead the way, demonstrating an alternative path to development and achieving the SDGs," Ramla Khalidi said. In particular, the collectivist "whole society" approach was emphasized by all speakers.

The powerful keynote speeches were followed by interactive breakout sessions. As part of this year's forum, Hanns Seidel Foundation Vietnam hosted an afternoon session on the National Action Plan for Circular Economy (NAP-CE) with ISPONRE and UNDP. The insights on CE shared during the session will contribute to the finalization of the NAP-CE, which will be submitted to the Prime Minister in December. Amongst others, Michael Siegner facilitated the interactive presentation session, where various speakers from the UN, INSPONRE and World Business Council on Sustainable Development presented their research on topics related to Circular Economy.
