Sustainable Consumption and Production in the Lao PDR

The research looks at sustainable consumption and production from the angle of the Sustainable Development Goal 12 (SDG12), assesses the existing policy touching SDG12, the implementation and monitoring framework available in Lao PDR.

Initiated from a fruitful exchange with Department of Planning, Lao Ministry of Planning and Investment on the side of the 5th Asia Pacific Forum on Sustainable Development in Bangkok, March 2018, the research has not reached completion and publication. The research was the result of an intensive team work of lead researcher Lukas Maximillian Müller (Freiburg University, Germany) and three Lao researchers: Amphaphone Sayasenh (Lao National Institute of Economic Research), Amphayvan Chanmany (Center for Development Research, MPI Lao), Phetkeo Poumanyvong (Lao National Institute of Economic Research). Two workshops and numerous meetings were organized in 2018 to collect data and consult with key ministries and relevant stakeholders. Mr Thierry Schwarz, Former Director of Political and Economic Department, Asia-Europe Foundation, provided valuable reviews and comments to the research.

The research looks at sustainable consumption and production from the angle of the Sustainable Development Goal 12 (SDG12), assesses the existing policy touching SDG12, the implementation and monitoring framework available in Lao PDR. The research also provides recommendations on incorporating SCP into Lao PDR’s 9th National Socio-Economic Development Plan 2021-2025 (NSEDP) and on strengthening the coordination and monitoring of SDG12.

The research was presented at Asia-Europe Environment Forum Conference in Yokohama

Since completion, the research has been presented on side of the World Circular Economy Forum (June 2019, Helsinki, Finland), at the Global Research Forum on SCP (June 2019, Hongkong) and the Asia-Europe Environment Forum Conference on SCP (July 2019, Yokohama, Japan).

In May 2019, the Lao PDR Prime Minister issued an instruction on the development of the 9th NSEDP 2021-2025 which identifies “Continuing to preserve, develop and rebuild rich natural resources, building green and clean cities, promoting econ-friendly production and consumption, reducing pollution and waste from production and consumption, reducing natural disaster risks and impacts” as one of the nine key priority actions to achieve the goals and targets of the 5-year development plan.
