Signing Letter of Intent between HSF and the MoNRE of Vietnam

On the 13th of October, Hanns Seidel Foundation Vietnam (HSF) and the Department of Legal Affairs (DLA) of the Ministry of Natural Resources and Environment of the Socialist Republic of Vietnam (MoNRE) signed the Letter of Intent on the project “Supporting the development of a legal framework for the implementation of Best-Available-Techniques in Viet Nam”.

Recognising the increasing importance of Best-Available-Techniques (BAT) as part of the legal framework to prevent and control industrial pollution, HSF has been cooperating with the DLA-MoNRE on an ad hoc basis since 2018 on several projects aiming at contributing to the improvement of the legal framework for successful application of BAT in Vietnam. The signing of the Letter of Intent (LoI) in October 2021 for the period from 2021 till the end of 2023 marked the elevation of the cooperation between the two parties to the next level.

Under this LoI, the two parties agree to work closely with national and international experts to provide regulatory inputs to provisions on BAT in relevant legislative documents in Vietnam, to draft BAT reference documents for selected sectors, to develop an information portal on BAT, and to organise trainings on BAT selection procedures for technical staff. Both parties are confident that the LoI will serve as a basis for a close and effective collaboration to implement relevant activities to support the enhancement of the legal framework for the prevention and control of environmental pollution as well as the promotion of sustainable production and consumption in Vietnam.
