Nairobi, Kenya: “An unprecedented undertaking in response to an unparalleled situation of our own making”, were the words Mr Achim Steiner, Executive Director of the UN Environment Programme (UNEP), chose to describe the current environmental situation in his policy statement at the second session of the United Nations Environmental Assembly (UNEA-2), which took place from 23 to 27 May 2016 in Kenya’s capital Nairobi. The Assembly, which represents the world’s highest-level of decision-making body on environment, attracted more than 2,000 delegates from almost all 193 UN Member States. The five-days conference aimed at reviewing progress on Sustainable Development Goals (SDGs), particularly their environmental dimensions, and negotiating joint environmental policy strategies. Numerous experts, including Mr Axel Neubert, Regional Representative of the Hanns Seidel Foundation (HSF) in Vietnam, came together to discuss, amongst others, topics like climate change, air pollution, waste management and conservation of biodiversity. The HSF was the only German political foundation which actively represented the interests of the civil society at the UNEA-2 in Nairobi.

Furthermore, Mr Achim Steiner highlighted in his policy statement in front of more than 90 Environment Ministers the need for a fully inclusive consultation process for the SDGs that must involve governments, civil society and the private sector. At the UNEA-2 the HSF represents the interests of the civil society. Mainly funded by the German Ministry for Economic Cooperation and Development the HSF has been engaged in climate and environmental protection for many years. Its well recognized work has made the HSF an important strategic partner of UNEP. Examples for activities in the field of climate and environmental protection include the publication on implementing the SDGs in ASEAN Member States (Climate Change and the UN Sustainable Development Goals) and the support for elaborating a national environmental protection strategy in Vietnam (Vietnam's National Strategy for Environmental Protection).

Since 2014 the HSF has been running a project on developing an appropriate framework to implement the SDGs for mitigation of and adaptation to the effects of climate change in Cambodia, Laos, Myanmar and Vietnam (CLMV). In the course of this project the HSS agreed on a worldwide Memorandum of Understanding with UNEP, which is the only organization on international level to implement environmental or climate policies in the CLMV region. The cooperation agreement between the HSF and UNEP is scheduled to be renewed in June 2016.
