Launch of the Country Report: Vietnam as a Digital Society

On 16th March, the 3rd issue of the Country Report series was officially launched in a hybrid event with the participation of more than 60 representatives from different sectors. The series is a product of the collaboration between Hanns Seidel Foundation Vietnam, the University of Social Sciences and Humanities (USSH) – Vietnam National University (VNU), and the Justus-Liebig University Gießen (JLU) since 2020.

After the successful publication of the first two volumes of the Country Report series, HSF continued supporting the joint research project led by the USSH/VNU and the JLU in compiling and publishing the third volume, focusing on the process of digital transformation in Vietnam. The semi-annual series sets to update significant changes of social and environmental issues in Vietnam. The third volume was contributed by experienced researchers from renowned universities and research institutes in Vietnam, Germany, and Ireland, among them the USSH/VNU, JLU, University College Cork, Institute for Legislative Studies of the National Assembly Standing Committee of Vietnam, and the Institute of Labour Science and Social Affairs (ILSSA).

On 16th March 2022, HSF cooperated with the JLU and USSH in organising a hybrid launch of the Country Report. At the launch, the editorial board of the report, representatives from Vietnam National Assembly Standing Committee, national and multinational companies, and lecturers and researchers from universities in Vietnam and abroad made several comments on the Country Report, and discussed the digital transformation in several sectors as well as relevant policies in Vietnam.

A special attention was given to the digital transformation in the education sector in Vietnam. Ms Thao Griffiths - Head of Public Policy for Vietnam of the Meta Platform Inc. and Mr Pham Giang Linh - CEO of HOCMAI Education Inc. shared their experiences of cooperating with the USSH/VNU in integrating e-learning at the university. The experts also highlighted the necessity of transforming from a traditional classroom model into a phygital learning model which stresses self-learning ability of students with the support of teachers and digital equipment. Besides, Dr Sarada Prasananna Das – Associate Fellow of the Institute for Governance, Policies and Politics of India – presented some challenges facing India when transforming into a digital society despite the fact the world’s fastest-growing tech hub is located there, and how India has been tackling these challenges. In this context, he also offered some recommendations for improving Vietnam’s legal framework for a successful digital transformation.

The launch was livestreamed on the Facebook Page of HSF (in English) and that of the USSH (in Vietnamese). Due to the pandemic-related restriction on the number of people in an enclosed space, only 28 participants joined the offline discussion at the venue at the USSH, while nearly 40 experts and students took part in the discussion online, and more than 3,400 people watched the livestreamed videos on 2 separate channels. Particularly, prior to the event, registrants had sent the organiser many interesting questions regarding the readiness of Vietnam in terms of technology, legal framework, human resources for a successful transition to a digital society, as well as benefits and challenges of such a transformation. The questions were thoroughly discussed during the event.
