Inaugural Seminar on Multi-dimensional Review of Vietnam

Viet Nam has requested the OECD to undertake a Multi-dimensional Review (MDCR) to support the design of its socio-economic development strategies, as Viet Nam seeks to accelerate the transformation of its economic growth model. Since 1990, Vietnam has witnessed a period of impressive economic growth and has benefited from good stewardship and a favourable global and regional economy. Yet early indications, such as a sharp decline in productivity growth, suggest that Viet Nam must soon transition to a new model of development in order to keep momentum and avoid the middle-income trap.

In order to kick off the Multi-dimensional Review of Vietnam, the Vietnamese Ministry of Foreign Affairs together with the Hanns Seidel Foundation organized an official launch and bilateral meetings with high-level representatives from the government and from the public sector, private sector and national institutions from 26th to 28th of February in Hanoi. Information and discussions during the three-day event helped the MDCR team to better shape the analysis and collect information, data and documents required for the Review.

In his opening speech, the Vietnamese Deputy Prime Minister Vuong Dinh Hue pointed out that the MDCR would be an excellent tool to support Vietnam in the preparation for its next Socio-economic Development Plan for the period 2021-2030. He stated that Viet Nam would like to become a country with sustainable development. The Government would change the development model, but not use all available resources. He also requested OECD “to share experiences, technical approaches and best practices to promote sustainable and inclusive growth”.

Mr. Ousmane Dione, World Bank Country Director in Viet Nam made six proposals for inclusive and Sustainable Growth in Vietnam. Key challenges for the future of Vietnam include Enabling Economic Modernization and Private Sector Development, Building National Innovation Capacity and Building Modern Institutions for an Effective State.

The aim of the OECD’s Multi-dimensional Country Reviews is to design policies and strategies that promote development in a holistic sense, and that do not simply promote growth. This takes into account the complementarities and interactions between the policies and in doing so helps to identify the sequencing of policies needed to remove binding constraints to sustainable development and improvements in well-being. In the context of Vietnam preparing for the socio-economic development plan for the Period 2021–2030, evidence-based recommendations from the Multi-dimensional Country Reviews would develop and strengthen society’s capacities to consistently translate monetary, human and natural resources into well-being outcomes for citizens.

The Hanns Seidel Foundation has been working with the OECD Development Center since 2014 in the Social Cohesion Policy Review of Vietnam and the Youth Well-Being Policy Review of Vietnam. HSF will continue the collaboration with OECD and provide financial and technical support - and liaise with the OECD - in implementing the Multi-dimensional Country Review of Vietnam.
