The drafting process of the roadmap started in 2017 by the Ministry of Planning and Investment with the support of the Hanns Seidel Foundation. The draft versions went through several rounds of consultations with line ministries and relevant stakeholders in 2017 and 2018 until it was approved in June 2019.

This Decision sets out a roadmap for the achievement of 75 targets of the National Action Plan for the 2030 Sustainable Development Agenda, which has been issued in the Decision 622/QD-TTg by the Prime Minister on the 10th of May 2017.

The roadmap includes targets for 119 indicators in three milestones 2020, 2025 and 2030. The roadmap would help the responsible government agencies to better plan, monitor and report on the implementation of the SDG targets. For SDG targets which are not explicitly mentioned in the roadmap, the ministries and agencies in charge should work out a plan and concretize the program to achieve them by 2030.

In December 2019, the Roadmap was published as a joint product of the Vietnamese Ministry of Planning and Investment and the Hanns Seidel Foundation.
