HSF supports workshop on Environmental Protection

On November 9th 2017 the workshop “Completing the market economy institution in natural resource management, environmental protection and climate change response in Viet Nam” took place.

The Hanns Seidel Foundation supported the Institute of Strategy and Policy on Natural Resources and Environment of Viet Nam (ISPONRE) that hosted the workshop. Experts of different environmental institutions discussed about the integration of the protection of natural resources during the ongoing economic transformation. Since the doi moi reform in 1986, the country has been transitioning from a centrally planned economy to a socialist-oriented market economy. “Sustainable development is one of the main viewpoints that Viet Nam is looking for” emphasized Professor Dr. Nguyen The Chinh, General Director of the Institute of Strategy and Policy on natural resources and Environment during his opening speech. Main roles of the State have been identified as managing and maintaining macro stability, developing the legal system as well as ensuring fair and equal competition. So far the allocation of resources still remains characterized by the centralized bureaucratic and subsidized planning mechanism. Market prices often do not reflect the real value of natural resources, which leads to their exploitation. In Viet Nam land use issues are among the biggest challenges since institutional frameworks for land administrations have yet to be finalized. According to Professor Dr. Nguyen The Chinh “the market mechanism must be fully applied in order to make sufficient and effective use of all resources”. The implementation of improved policies and laws and the integration of stakeholders will facilitate the implementation of the Sustainable Development Goals according to the Agenda 2030 in Viet Nam.
