Prevention and Control of Industrial Emissions in Vietnam
Consultation Workshop on Best Available Techniques in Vietnam

After organising a field trip to selected enterprises in the chemical and textile industries in Bien Hoa and Thu Duc, Hanns Seidel Foundation Vietnam (HSF) and the Department of Legal Affairs (DLA) of the Ministry of Natural Resources and Environment of Vietnam (MoNRE) jointly hosted a hybrid consultation workshop on Technical Guidance on the Application Best-Available-Techniques (BATs) for the Chemical, Steel and Textile Industries in Vietnam.

More than 70 policy makers, experts and entrepreneurs in the steel, chemical and textile industries attended the workshop in Ho Chi Minh City co-organised by HSF and DLA-MoNRE on 12th July to discuss the status quo of BAT application and to propose solutions for the application of BAT in the chemical, steel and textile industries in Vietnam. At the workshop, the BAT expert groups of the joint project activity of HSF and the Department of Legal Affairs under the MoNRE explained environmental impacts of textile, steel and chemical industries, presented the results of their survey on emission levels and resource consumption of companies in these industries, and proposed BAT for these industries in Vietnam. In addition, the experts and policy makers from the MoNRE, Vietnam Administration, together with representatives from relevant think-tanks, universities and research institutes, and companies in the three industries extensively discussed regulations on BAT, the roadmap for the BAT application in Vietnam, and lessons that Vietnam could learn from international experiences, especially those of European countries.

Before to the consultation workshop, the BAT expert groups had a field trip to some enterprises in the chemical and textile industries in Bien Hoa and Thu Duc. This is the second field trip within the framework of this cooperation activity between HSF and DLA/MoNRE following the successful organisation of the first one to some large steel plants in Central Vietnam in December last year. During the field trips, managers and technical experts of the enterprises introduced and discussed with the BAT expert groups about technologies applied in some steps of their steel, chemical and textile manufacturing processes. The visits gave our BAT expert group more insights into the status quo of the BAT application in enterprises as well as difficulties and challenges facing them when applying BAT in accordance with the BAT implementation roadmap as stipulated in the Decree No. 08/2022/NĐ-CP detailing a number of articles of the Law on Environmental Protection 2020.
