Launch of the National Action Plan on SPC
Conference on the 10-year Implementation of the Cleaner Industrial Production Strategy and the Launch of the National Action Plan on Sustainable Production and Consumption for the Period 2021 – 2030

In 2009, the Prime Minister of Vietnam signed the Decision No. 1419/QD-TTg on the approval of the Cleaner Industrial Production Strategy until 2020 which aimed at improving resource efficiency, reducing emission, protecting the environment and improving environment quality, and ensuring sustainable development.

The 10-year implementation of the Cleaner Industrial Production Strategy was reviewed in first half of the Conference co-organised by  Hanns Seidel Foundation in Vietnam (HSF) and the EU-funded Switch Asia Project and the Sustainable Production and Consumption (SPC) Office of the Ministry of Trade and Industry (MoIT) in Da Nang on 20.11.2020. Particularly, four major achievements were highlighted during the Conference: (1) the establishment maintenance of a bilingual website for information related to cleaner production and sustainable consumption, (2) the establishment of expert teams to offer training courses on cleaner production in almost all cities and provinces, (3) the issuance of more than 50 provincial programmes and plans to implement the Strategy, and (4) the development of manuals on cleaner production in more than 20 different manufacturing branches.

In the second half of the Conference, representative from the Department of Energy Efficiency of the MoIT introduced the National Action Plan on SPC for the period 2021 – 2030. While the Cleaner Industrial Production Strategy merely focused exclusively on production activities, the new National Action Plan on SPC is concerned with the entire scope of the value chain from raw material acquisition to consumption by end-users. The National Action Plan is the outcome of a consultation process led by the MoIT with financial and technical support from Switch Asia and the Delegation of the European Union to Vietnam.

Since 2018, HSF has been collaborating with MoIT on capacity building on cleaner production and energy audits for provincial officials and enterprises. Speaking at the event, HSF Resident Representative - Mr Michael Siegner reaffirmed HSF’s commitment to supporting the MoIT in the implementation process of the National Action Plan.
