Trainers’ Skills Upgrading and Sharing Session Conducted

Culminating a series of “Regional Training of Trainers and Institutionalization Workshops” that were held this year covering various regions of the country representing Luzon, Visayas, Mindanao and the National Capital Region (NCR), a 3-day Trainers’ Skills Upgrading and Sharing Session was held last 08-10 November 2016 in Manila.

Consistent with institutionalizing the gains of the project which has been ongoing for the last eight (8) years, the purpose of the training is to help prepare the trainers’ teams – composed of at least two officers each from the PNP, AFP, CHR and CSOs – in different areas in the country by enhancing their capacity to deliver the training program based on the module – mainly through the use of popular education techniques or structured learning exercises – and at the same time report on their accomplishments and experiences in the conduct of the training sessions. All the participants were given a copy of the Multi-sectoral Human Rights Training Handbook  for use in the conduct of follow-through activities at the local level. Handouts on key sessions were also shared as activity guide or reference materials.

The activity was participated in by a select group of twenty-seven (27) participants coming from the regions where the Training of Trainers (TOTs) were conducted including key representatives from partner institutions.

During the sharing of experiences, the participants discussed and presented in plenary positive experiences or stories as well as challenges/difficulties and new opportunities in human rights training/education. They identified some activities that helped enhance the relationship of the different groups (AFP, PNP, CHR, CSOs) in working together on the ground along with other local groups.  The participants also gave suggestions or recommendations to further improve human rights education and training.

In wrapping up the activity, representatives from the groups gave their reflections on the conduct of the 3-day activity which were all very encouraging, inspiring and enlightening especially in nurturing the relationship between the security sector and civil society on the ground.

This is a project partnership among the Philippine National Police Human Rights Office (PNP HRO), Armed Forces of the Philippines Human Rights Office (AFP HRO) and Office of the Deputy Chief of Staff for Civil Military Operations (AFP J7), Alternative Law Groups (ALG), Ninoy and Cory Aquino Aquino Foundation (NCAF), Philippine Alliance of Human Rights Advocates (PAHRA) and the Commission on Human Rights (CHR), with support from the Hanns Seidel Foundation/ Germany (HSF).
