Review of Job Descriptions and Validation Workshop on Training Curriculum

The Department of Justice-National Prosecution Service convened members of the Technical Working Group comprising prosecutors and support staff for a meeting to discuss the revised job descriptions of NPS job positions and the corresponding competencies, including those of the four additional positions that had recently been created. These were validated in a workshop held the following day.

As part of its efforts to develop and institutionalise a competency-based training curriculum for the prosecutorial Support Staff, the Special Projects Division (SPD) of the Department of Justice-National Prosecution Service (DOJ-NPS) convened the members of the Technical Working Group (TWG), which was created by the Office of the Secretary of Justice in May 2018 to conduct activities for the development of the training curriculum for the NPS Support Staff, for a meeting in Pasig City on 05 September 2019 to review the descriptions of the NPS Support Staff job positions. 

The TWG members comprise prosecutors from the Department of Justice Main Office (DOJ Proper) and regional, city prosecutors and provincial prosecutors and key support staff from the DOJ-NPS field offices in the National Capital Region (NCR) and in Luzon, in Visayas and in Mindanao.

Prior to this review, a preparatory meeting was convened to provide the TWG members with the opportunity to revisit the results of the validation workshops held in the National Capital Region and in the islands groups of Luzon, Visayas and Mindanao in May 2018 and identify key elements on which to focus the discussion during the write shop the following day. 

At this point, the review of the job descriptions done by the TWG members was doubly essential, given that four new positions have been added to the regional offices since the last TWG activity in 2018 and the job descriptions and competencies for these needed to be reviewed in the context of the existing staff positions and with due consideration for the prevailing and ever changing work demands.  Aside from addressing the competencies needed for tasks both in the main and in the field offices, the TWG members also took other intervening factors into consideration, including recruitment, further training and promotion.

During the review, the TWG members deliberated on the job descriptions and the corresponding competencies for all DOJ-NPS Support Staff positions presented.  These were finalized as jointly agreed upon and compiled for presentation to the Regional Prosecutors and the Head of the NPS, the Prosecutor General, for consideration and validation. 

The Validation Workshop was held at the same venue the following day, with the Prosecutor General, leading the process.  Twelve of the fourteen members of the TWG were present while two were unable to attend due to reasons beyond their control. 

As the discussions that ensued during the validation took longer than anticipated, eight positions were left undiscussed.  Thusly, the TWG members’ feedback on the remaining job positions were agreed upon to be submitted within the following week for consolidation and presentation to the Prosecutor General for consideration and approval.

This activity was organised by the DOJ-NPS with the support of the HSF as part of the partnership between the DOJ-NPS and the HSF on the development of a training curriculum for the prosecutorial support staff.
