Community-based Dialogue Project (CBD)
Regional Peace and Order Council X approves Resolution supporting CBD Mechanism

The “Community-based Dialogue Sessions on Human Rights Promotion and Protection” (CBD) Project has received a significant boost from the Regional Peace and Order Council (RPOC) of Region X chaired by Mayor Oscar S. Moreno of Cagayan de Oro City towards sustaining this major initiative at the local level.

Region X or Northern Mindanao is comprised of the five (5) provinces of Bukidnon, Camiguin, Lanao del Norte, Misamis Oriental, and Misamis Occidental.  The regional center is Cagayan de Oro City.

On November 14, 2017, the regional body adopted and approved a resolution expressing support to the institutionalization of the CBD mechanism at the local level.  Titled “A RESOLUTION EXPRESSING SUPPORT TO, AND ENJOINING LOCAL GOVERNMENT UNITS (LGUS) TO BE ACTIVELY INVOLVED AND BECOME THE PRIME MOVERS IN THE CONDUCT OF, THE COMMUNITY-BASED DIALOGUE (CBD) SESSIONS ON HUMAN RIGHTS PROMOTION AND PROTECTION AMONG THE ARMED FORCES OF THE PHILIPPINES, THE PHILIPPINE NATIONAL POLICE, THE CIVIL SOCIETY ORGANIZATIONS AND THE LOCAL COMMUNITIES,” the Project Steering Committee (PSC) wishes to extend its gratitude and appreciation to the distinguished members of the council led by the chairman and co-chairman, who are both appointed by the President of the Philippines.

The RPOC X-CBD resolution is a major breakthrough and a milestone in pursuit of the goal and objectives of the partnership among the stakeholders.  This recognition is a testament to the value given to the CBD mechanism by our Local Government Units (LGUs) in facilitating and ensuring peace and development in the countryside. 

The CBD project is a partnership among the Armed Forces of the Philippines (thru its Human Rights Office and Office of the Deputy Chief of Staff for Civil Military Operations), the Philippine National Police (thru its Human Rights Affairs Office), the Alternative Law Groups, the Philippine Alliance of Human Rights Advocates, and the Commission on Human Rights, with the support of the Hanns Seidel Foundation of Germany.  The project was launched in 2008 and is currently on its 4th phase (2017-2019).
