Philippine Public Safety College to promote case-based training for police trainees

The Philippine Public Safety College (PPSC) affirmed its commitment to promote practical, case-based training for its trainees composed of police recruits and senior officers of the Philippine National Police (PNP) with the signing of a Memorandum of Understanding (MOU) with the Hanns Seidel Foundation. Signatories to the MOU were PPSC President Ricardo F. De Leon, Ph.D and HSF Resident Representative Götz Heinicke.

“The integration of knowledge of police procedures, practical skills, and social communication skills as observed in the training methods of the Bavarian Police has been adopted in our programs of instruction and as a component of the PPSC’s Leadership Development Philosophy,” said President De Leon. “We also incorporated principles of rights-based policing in our standardized learning packages,” added De Leon, making reference to the “PNP Guidebook on Human Rights-Based Policing” which was printed with the support of the HSF.

In 2013, HSF renewed its partnership with the PPSC to strengthen police training through the extensive use of practical, case-based training. Since then, PPSC training directors have traveled to the Second Stand-by Police Academy in Eichstätt/Bavaria (II. Bereitschaftspolizei-Abteilung or II.BPA) in Germany to observe police training. Visiting instructors from the II. BPA visited the Philippines and conducted local seminars for PPSC faculty/police instructors and assisted the latter in the development of case-based, basic training scenarios. Subsequently, PPSC piloted the developed training scenarios in several regional training centers, with the training directors who had observed police cadet training in Bavaria acting as instructors and resource persons.

For 2016, activities under the PPSC-HSF partnership include further refinement of training scenarios developed by the core group and the printing of a training manual for dissemination to, and use by the PPSC faculty/police instructors. Other activities are the training of trainers,  cascading of training activities, and development of additional case-based training materials for PPSC faculty and police instructors throughout the country.
