Microfinance Technology's Training Regulations Validated

Under the auspices of the “Microfinance Capacity Building Program” anchored on the Dual Training System Competency-Based Education (DTS CBE) approach, a select group of microfinance experts and practitioners convened on 17-19 August 2016 in Manila to refine and validate the Training Regulations (TR) of the Microfinance Technology (MF Tech) Program, specifically, the National Certificate (NC) II (for Loan Officer, which has been upgraded to NC III and for promulgation by the Board of the Technical and Education and Skills Development Authority or TESDA) and NC IV (for Supervisory Officer). The activity was facilitated by Mr. Edwin Maglalang of TESDA.

The main purpose of the workshop is to re-format the aforementioned TRs using the new 2016 TESDA format and to establish the appropriate qualification level for Microfinance Loan Officer and Supervisor. It also aims to achieve uniformity of the TESDA TRs. In line with TESDA’s new framework, the new format will tackle five (5) new categories: Communication, Environment, Math, Science and Technology.

Mr. Maglalang gave an orientation on the basic aspects and nature of the ‘Training Regulations’ document. It was emphasized that the TR is the basis for program registration and curriculum development for concerned institutions in the country. Some institutions with existing curriculum present their documents to TESDA for review and evaluation to be able to acquire the “Program Registration Certificate.”  The conduct of evaluation and validation of the TRs is an on-going process, and that program delivery is constantly improved as evidenced by the new framework.

The review and assessment of the MF Tech Training Regulations NC III and NC IV showed no significant changes in the content. The participants worked in pairs to encourage the exchange of ideas. The outputs of the participants were presented in plenary for discussion and finalization.

The next activity will be the development of the Competency Assessment Instruments (CAI) for NC IV.

The program is being implemented by PinoyME Foundation (PMEF), Ninoy and Cory Aquino Foundation (NCAF) and the microfinance sector represented by the National Consortium of the Microfinance Capacity Building Program with the support of the Hanns Seidel Foundation/ Germany (HSF).
