Community-based Dialogues Project
Cordillera CBD Core Group holds Continuing Capacity Building

Members of the CBD Core Group covering the Cordillera region, in cooperation with the Commission on Human Rights-Cordillera Administrative Region (CHR-CAR) and the Hanns Seidel Foundation/Germany (HSF), underwent a 2-day capacity-building training from March 2-4, 2022 in Tuba, Benguet.

Twenty-five participants (3 online) attended the training representing civil society organizations (CSOs), the Armed Forces of the Philippines (AFP) 503rd Infantry Brigade, the Philippine National Police (PNP) Regional Human Rights Affairs Office (RHRAO), local government officials, relevant government agencies (DILG, OPAPP, NCIP), HSF (online), and the CHR-CAR led by its Regional Director, Atty. Romel Daguimol who also delivered the welcome remarks.

The training sessions include “Understanding the AFP’s Community Support Program” (CSP) and the Department of the Interior and Local Government (DILG)’s “Retooled CSP;” Skills Training on the conduct of Focus Group Discussion (FGD), Key Informant Interview (KII) and other Qualitative Tools; and, Input on Indigenous Knowledge, Skills and Practices involving Conflict Resolution, such as the Tongtongan System of Mountain Province and of Benguet, and the Bodong System of Kalinga.

The participants shared feedback, issues and concerns on the implementation of the CSP on the ground as well as in relation to the conduct of intelligence work by the security sector.  It paved the way for an open, cordial and honest exchange between the security sector and the civilians.  In the end, it was a fruitful discussion for a better understanding of their respective positions and engendering closer cooperation. 

HSF

Workshop sessions were held on the conduct of FGD and KII followed by a simulation exercise that were processed and/or critiqued by the facilitator and participants.

During the closing program, the participants acknowledged that the training is timely and relevant, promoting their personal and organizational growth as well as strengthening their relationship with each other.  They expressed appreciation and gratitude for the continuing capacity-building program for the CBD core group and the invaluable support of HSF.  HSF Senior Program Coordinator, Ms. Maria Adelia Co gave the closing message.

Finally, a Certificate of Participation and Directory of Participants were handed out to the participants, followed by a group photo.
