Competency Assessment Tools for Microfinance Technology National Certificate IV Completed

The Microfinance Capacity Building Program, jointly implemented by the PinoyME Foundation (PMEF) and Ninoy and Cory Aquino Foundation (NCAF) together with partner microfinance and academic institutions, held its last activity –“ Development of Competency Assessment Tools (CATs) for Microfinance Technology (MF Tech) National Certificate (NC) IV Workshop” – under the partnership last 03-07 October 2016 in Manila. The nine-year program cooperation was supported by the Hanns Seidel Foundation/Germany (HSF).

The MF Tech NC IV Training Regulations (TR) for the job position of supervisor/team leader was updated and finalized last 17-19 August 2016, based on the new requirements of the Technical Education and Skills Development Authority (TESDA), as prerequisite for the CATs Development Workshop. In cooperation with TESDA Qualification and Standards Office, which facilitated the activity, a total of ten (10) microfinance practitioners with supervisory and/or managerial functions and instructors from the academe participated in the 5-day development workshop. They represented the program’s key partners in the country.

The development of the Competency Assessment Tools involved the drafting/construction of “Specific Instruction for the Assessor (SIA)” and Specific Instruction for the Candidate (SIC); drafting/construction of oral questioning; defining and organizing the list of tools, supplies/ materials and equipment; drafting/construction of written test sets; presentation and discussion of oral question items and written test items; refinement of CATs package; drafting, presentation, discussion and refinement of the proposed assessment fee; validation of written test; demonstration of task/simulation with oral questioning; discussion of feedback/comments/ suggestions of participants; and finalization of CATs package which include the presentation and discussion of validation results and resolving issues and concerns, and finalizing the validated CATs package based on agreements/recommendations for enhancement.

The NC III and NC IV TRs are due for promulgation this year by the TESDA board.
