CBD PSC Coordination-Monitoring Meeting with Multi-sectoral Core Group Members (Regions X & XIII)

Last August 04, 2017, the Project Steering Committee (PSC) of the “Community-Based Dialogues” (CBD) Project co-organized a Coordination-Monitoring Meeting through its lead implementing organization, the Alternative Law Groups (ALG) and members of the multi-sectoral core groups from Regions X (Northern Mindanao) and XIII (Caraga).

A total of twenty-two (22) participants attended the activity representing the Commission on Human Rights (CHR) Regional Offices (local convenor), Officers from the 401st, 402nd and 403rd Brigades under the 4th Infantry Division of the Philippine Army, PNP Region X Human Rights Affairs Office (HRAO) Chief & other officers from the respective Police Regional Offices (PRO), Department of the Interior and Local Government (DILG) Region X, and CSO/community leaders from both regions.

Coordination, monitoring and evaluation activities are a key component of the implementation of the project to sustain the gains of this joint initiative since its inception in 2008 and to institutionalize the CBD mechanism at the local level. Subsequent Coordination-Monitoring Meetings will be undertaken covering five (5) individual or cluster-regions (Eastern Visayas, Central and Western Visayas, Southern Mindanao and SOCCSKSARGEN, ARMM, and CaLaBaRZon).

In line with the Meeting Agenda, Atty. Marlon Manuel, ALG National Coordinator shared an overview of the Project Logical Framework for the current phase (2017-2019) and overall commitments from project partner organizations and local stakeholders. The core group focal persons gave a presentation of their respective action plans and accomplishments, as well as a general assessment of the results vis-à-vis the situation on the ground. In order to further strengthen the core groups (local structure for the CBD mechanism), they discussed the rationale and parameters for the Local Coordination, Monitoring, Documentation and Reporting System that will be adopted by the CHR as local convenor and/or any of the partner institutions, i.e., AFP, PNP, CSOs). Finally, the next steps/plans for the future were discussed and laid down by the core groups.

This project initiative is a partnership among the ALG, Armed Forces of the Philippines through its Human Rights Office (AFP HRO) and the Office of the Deputy Chief of Staff for Civil-Military Operations (J7), Philippine National Police HRAO, Philippine Alliance for Human Rights Advocates (PAHRA), and the CHR with the support of Hanns Seidel Foundation/Germany (HSF).
