More than 40 participants attended the 4-day activity representing the Armed Forces of the Philippines’ 4th and 6th Infantry Divisions, Philippine Navy, Philippine Air Force and Marine Company Reserve; Philippine National Police-Human Rights Office X (HRO) and Regional Specialized Training Unit X (RSTU); Commission on Human Rights (CHR) Regional Office X; and civil society organizations (CSOs).
Members of the Project Steering Committee (PSC) were also present during the activity representing the Alternative Law Groups (ALG), CHR Central Office (Policy Advisory), and Hanns Seidel Foundation/ Germany (HSF). Resource persons/facilitators were composed of lawyers and/or key representatives from ALG National and its member-organizations (Kaisahan, SALIGAN and Balaod Mindanao), CHR Public Advisory Office, PNP Regional HRO, AFP-4ID/OG3, and NEDA Region X.
The participants, who were mostly first-timers to the ESCR training activity, expressed appreciation on the conduct of the activity, as it gave them the opportunity to learn more about the priority thematic subjects (i.e., agrarian reform, indigenous peoples, mining and labor) as well as orient and capacitate them on the CBD mechanism using Popular Education (PopEd) methodologies which they found helpful especially for adult learners. They underscored the importance of the dialogue session as a productive way to raise/level-off issues and build bridges for cooperation between the security sector and civil society.
The participants were given copies of the Multi-sectoral Training Handbook on ESCR as reference material for follow-through activities in their respective areas of operation.
