Community-based Dialogues (CBD) Project
CBD Cordillera Core Group Strengthening and Coordination-Monitoring Workshop Held

In line with the institutionalization phase of the “Community-based Dialogues” (CBD) project at the local level through the regional core groups that were formed as a sustainability mechanism, the core group in Cordillera Administrative Region (CAR) held a 3-day workshop last 24-26 September 2018 in Baguio City.

The workshop was participated in by forty (40) participants representing the partner institutions (AFP-503rd Brigade; PNP-Regional Human Rights Office; CSOs-16, CHR-CAR) and relevant stakeholders from Government Line Agencies notably the Department of the Interior and Local Government/DILG-CAR, National Police Commission /NAPOLCOM-CAR, National Commission on Indigenous Peoples/NCIP-Mt. Province; Local Government Units; and Philippine Military Academy (PMA).  The provinces/city comprising the Cordillera Region were well represented specifically Kalinga-Ifugao, Abra, Mt. Province and Baguio City.  CHR CAR Regional Office, as local lead convenor, organized the workshop and will convene future core group activities. 

Among the problems raised during the workshop were related to Indigenous Peoples rights, Persons with Disability, limited job opportunities and alternative livelihood, peace and order and overall security, environmental degradation, illegal mining, and women’s rights.  Action plans were identified including establishment of peace zones, conduct of regular/continuous dialogues with communities, implementation of laws and local ordinances/rules/regulations. The presentations and discussions were delivered in a mix of English, Tagalog and Ilocano (local dialect).

The participants acknowledged the importance of the CBD activity and underscored the need to adopt and cascade it to the communities.  It was recognized as an effective mechanism to strengthen the respect for human rights as well as create greater awareness on local issues in an open and collaborative way.  They expressed strong interest to further strengthen the core group and organize regular CBD activities to address common areas of concern on the ground. With the positive outcome of the workshop, they also voiced their commitment and cooperation for future CBD activities in the region.
