6th CBD Regional Institutionalization-Localization Workshop and Regional-Level Policy Dialogue held in Davao City for Regions XI & XII

The 2-day workshop gave the participants the opportunity to understand in practical terms the “Economic, Social and Cultural Rights” (ESCR) in the context of their situation on the ground vis-à-vis the role/contribution of the security sector in its promotion and protection.

The 6th Community-based Dialogues (CBD) Regional Institutionalization-Localization Workshop covering Regions XI and XII was held on 07-08 November 2017 followed with the Regional-Level Policy Dialogue (RLPD) on 09 November 2017 at Grand Menseng Hotel in Davao City.

These two culminating activities for the year were well attended with more than 70 participants representing the Armed Forces of the Philippines led by Brigadier General Bienvenido R. Datuin, Jr. (Assistant Division Commander, 10th Infantry Division, Philippine Army) together with Executive Officers (Ex-O) and Civil Military Officers (CMO) from the respective brigades and Army Reserve Command (ARESCOM), Deputy Commander and Executive Officers from the Philippine Air Force Tactical Operations Group (TOG) and Philippine Navy; leaders and members of civil society organizations (CSOs) and people’s organizations (POs), regional officers of the Commission on Human Rights (CHR) and the National Economic and Development Authority (NEDA), along with members of the Project Steering Committee (PSC) from partner organizations (Alternative Law Groups, AFP Human Rights Office, CHR and Hanns Seidel Foundation of Germany).

The 2-day workshop gave the participants the opportunity to understand in practical terms the “Economic, Social and Cultural Rights” (ESCR) in the context of their situation on the ground vis-à-vis the role/contribution of the security sector in its promotion and protection. Part of the program includes a presentation on the UN Concluding Observations on the Combined 5th & 6th Periodic Reports of the Philippines, related programs of the AFP, PNP and CHR, discussion of local issues and concerns and planning session, among others. Given the expanded focus of the project for the current phase (2017-2019) towards the promotion and protection of Economic, Social and Cultural Rights (ESCR), the discussions centered on critical ESCR issues and concerns in Regions XI & XII.

The participants expressed their appreciation for the conduct of the workshop and acknowledged the positive engagement between the civilians and security forces, including relevant government agencies such as the National Economic and Development Authority (NEDA). They recognized that the dialogue was timely and relevant especially for the security forces in support of their mandate as outlined in the AFP’s new campaign plan - Development Support and Security Plan (DSSP) “Kapayapaan” 2017-2022.

Moreover, the half-day Regional-Level Policy Dialogue was held as a back-to-back activity with the Institutionalization-Localization Workshop. The topics covered were the Philippine Development Plan (PDP) 2017-2022 specifically the chapters on justice, peace and security, and the AFP campaign plan, DSSP “Kapayapaan” which were handled by NEDA Region XI and AFP HRO, respectively.  The participants, especially from the CSOs/POs, had an engaging interaction with the resource speakers and expressed their interest to work closely with the CBD partners and stakeholders.
