Held at the Union Civil Service Board’s (UCSB) Central Institute of Civil Service, the workshop supported by the Hanns Seidel Foundation (HSF) was part of an eight-week management training course for high level civil servants. The UCSB course focused on developing a fundamental understanding of key democratic structures and federalism, also giving the participants the opportunity to discuss their views with the help of group discussions and role plays to enable them to develop own conclusions and foster analytic skills.
The five day workshop featured presentations by the international experts Wolfram Ridder and Alexander Niedermeier covering all aspects of the topic of federalism and providing the theoretical background for the concept of federalism.
Feedback from the participants was overwhelmingly positive. The conducted evaluation showed that all participants gained a wider, more profound understanding of federalism during the workshop. Learning about examples of federal reform processes in other Asian countries was especially welcomed by the participants. Also the participants felt that the publication which was distributed in advance further increased their understanding and helped them gain a broader picture of the topic of federalism.
The successful cooperation with the UCSB will continue in 2016 and with follow up high-level courses.
