Workshop on Promoting the Advantages of the Demographic Window of Opportunity and Adapting to Population Aging

Vietnam, like many countries in the Asia-Pacific region, is in the period of a demographic window of opportunity, but also at the early stage of population aging. The country is currently among the fastest aging countries in the world, but in the context of lower income levels than others. Without suitable policy interventions, Vietnam could possibly end up in the scenario of “getting old before getting rich” and which would imply various socio-economic problems such as delayed business expansion and increase of elderly poverty.

On 14th April 2021, Hanns Seidel Foundation in Vietnam (HSF) and the Institute of Labour Science and Social Affairs (ILSSA) organized a workshop to discuss orientation and priorities for harnessing the demographic dividend and prepare to adapt to population aging in Vietnam. The workshop collected not only scientific and practical evidence but also opinions and recommendations of various experts and representatives of State agencies, civil society, and academia.

Presentations and discussions in the workshop focused on topics of labour and employment, vocational training and re-training for workers, and social protection. Advice and policy recommendations as outcomes of the workshop will contribute to (i) the improvement of the human resources quality to meet the requirements of the current and future labour market; (ii) efficient allocation and use of human resources to increase labour productivity, improve the quality of employment, to harness the demographic dividend; (iii) ensure social protection for workers and the elderly (including income security, development of a comprehensive social care system and a friendly living environment for the elderly) to adapt to a rapid aging society.

Mr. Le Van Thanh, Deputy Minister of Labour, Invalids and Social Affairs (MOLISA) spoke at the workshop.

The inputs collected from this workshop will be used not only as knowledge sharing for participants but also to provide scientific evidence and strategic solutions for the development and implementation of the Government of Vietnam’s Scheme: "Promoting the advantages of the demographic window of opportunity and adapting to population aging in Vietnam in the 2021-2030 period".
