Executive Level Officials Management Course at the Union Civil Service Board:
Workshop on Federalism, Regionalism and Decentralization

Thirty Executive Level Civil Servants from upper Myanmar took part in a five-day workshop on the topic of federalism, regionalism and decentralisation in Zeepingyi between the 11th and the 15th July 2016.

HSF

The workshop was held at the Union Civil Service Board’s (UCSB) Central Institute of Civil Service. The Hanns Seidel Foundation (HSF) supported the five day workshop, which was part of an eight-week management training course for high level civil servants. The course focused on developing a fundamental understanding of key democratic structures and federalism. The participants were also given the opportunity to discuss their views, develop ideas and to enable them to develop own conclusions and foster analytic skills.

The five-day workshop featured presentations by the international experts Dr. Soeren Keil, Canterbury Christ Church University, and Dot. Ssa. Elisabeth Alber, European Institute for Studies on Federalism and Regionalism, covering the key issues of federalism and providing the participants a theoretical foundation. The presentations were followed by several group works, in which the participants were given the opportunity to discuss implications for Myanmar in connection with the presented topics.
