Discussions aimed at finding common ground among EAO-signatory leaders regarding federal reforms. Therefore, the potential of federal reforms in specific policy fields was discussed and leaders identified priorities for their reform agenda. Technical input was given by Prof. David Williams and Dr. Sören Keil. Both presented on a wide range of issues including fiscal federalism, resource sharing and the role of the second chamber of Parliament in federal systems. Both lecturers also showcased experiences of other countries regarding federal reforms in connection with ongoing peace processes.
Dr Salai Lian Sakhong, Secretary of the Union-level Joint Monitoring Committee and Director of CDES said at the side of the conference: “Our experience at the First Union Peace Conference was that each stakeholder made presentations for five main topics. Reviewing these presentations we saw that the Tatmadaw [Myanmar Army] was able to make well-planned presentations after having made thorough preparations”.
Therefore, the workshop aimed at preparing EAO leaders to draft their own reform proposals and to enable them to base their proposals on practical and academic reasons.
