National Action Plan

On May 5th 2017 Prime Minister Nguyễn Xuân Phúc signed the National Action Plan to implement the Sustainable Development Goals (SDGs). This Plan serves as the first legal foundation showing Vietnam’s commitment to the common international effort for sustainable development. It is the result of a long and thorough consultation process with line ministries, sectors, localities, international as well as civil social organizations. This also shows Vietnam’s effort to mobilize resources to ‘leave no one behind’, contributing to the global goals of sustainable development to end all forms of poverty, fight inequality and tackle climate change.

The Vietnamese Sustainable Development Goals (VSDGs) consist of 17 Goals and 115 specific targets, developed to reflect the country’s context, while at the same time showing its ambition to partake in the international progress for sustainability. The Ministry of Planning and Investment (MPI) is appointed to take lead in the implementation process and coordinate with all stakeholders to ensure the VSDGs are integrated in the country’s development plans and implemented at all levels. In a two stage course, the first period from 2017 to 2020 and the second from 2020 to 2030, various key tasks will be put into practice. These range from developing an efficient monitoring and reporting system, enhancing awareness at a local level and also improving the data collection system and statistic capacity to realize the 2030 Agenda.

The main goal for Vietnam will be ‘sustaining economic growth in parallel with ensuring social progress and justice and environmental and ecological protection, effective management and utilization of natural resources and a proactive response to climate change. The aim is to ensure that all citizens promote their full potential, participate in a development and equally benefit from the results of development; and building a Vietnamese society that is peaceful, prosperous, inclusive, democratic, just, civilized and sustainable.’

The country is now planning to develop a roadmap to execute the National Action Plan, whereas each target should be assessed in terms of feasibility and concrete steps for implementation should be outlined until 2020, 2025 and 2030.

The Hanns Seidel Foundation is supporting Vietnam in the SDG target 10.4 (Reduction of inequality and growth for an inclusive society) and SDG target 12.2 (Sustainable management and efficient use of natural resources) by supporting the development of national strategies and policies for environmental protection and sustainable green growth.

The Foundation closely collaborates with the MPI to implement these Goals.
