While the start of the training mainly included seminars to get the participants familiar with the most important concepts of federalism, as the training went on the participants were asked to present their own ideas on how to apply these principles to the context of Myanmar. The executive officials were eager to find solutions to the ongoing peace process of Myanmar by applying their new knowledge, but also their long working experience as civil servants.
Prof. Eppler and Mr. Anderson presented a range of case studies of federal countries enabling the participants to compare and contrast the similarities and differences between Myanmar and those countries. In addition, the participants have learned about the different actors involved in a federal system and discussed the main roles and positions of the many actors involved in the Myanmar process of federalisation. After learning about the division of competencies in other federal systems the participants also workshopped in different groups the existing division of competencies in Myanmar as well as any potential changes that may occur in the future.
