Key representatives from the government and business sector, and civil society groups were invited and/or participated in the whole-day activity. The activity design included the (i) “Presentation and discussion on UN Guidelines on developing a NAP on BHR and example of NAPs on BHR adopted by other countries” to have a common understanding and appreciation of the NAP - its process, elements and content; (ii) “Stock-taking of the work done by CHR on NAP development” to identify the gains, gaps and issues drawn from the initial work done in order to inform the process of continuing the development of NAP on BHR; (iii) “Presentation and discussion of the UN Guiding Principles (GP) on BHR and UNGP on Extreme Poverty and Human Rights—An Interface” to understand the UNGP on BHR nuanced by the role of state and business enterprises (BEs) to address the eradication of poverty; (iv) Plenary discussion of the proposed framework on NAP on BHR; and, (v) to identify the next process and immediate steps for 2016 onwards.
In the process, a situational analysis or environment scan was undertaken in fleshing out the next steps toward crafting the BHR NAP based on the given timeframe. The group agreed to work together on key action points to push the agenda forward.
It was a fruitful and enlightening discussion, and exchange of views and insights which led to the formulation of the operational framework on BHR NAP.
