A rapid and uncontrolled economic development in Lao PDR is anticipated to come along with the degradation of environment, if there are no suitable, effectible environmental prevention instruments. Meanwhile, Lao PDR requires a capability to balance between the protections of environment and avoids undesirable impact on trade competitiveness. The Hanns Seidel Foundation in collaboration with the Ministry of Natural Resources and Environment (MONRE), Department of Environment Quality Promotion (DEQP), have realized this issue and organized the workshop titled “The Workshop on Environmental Taxation on Waste, Air and Water Pollution” on 01-02 March 2016 at Vientiane province, Lao PDR. It aimed to further contribute to a first draft of the Environmental Taxation on Waste, Air and Water Pollution by applying at least one of the economic instruments helping the pollution control, named the Polluter Pays Principle, in order to reduce or eliminate the pollutions and at the same time still support the economic competitiveness.

Valuable expertise to the workshop to solve the matter concerned were delivered by Assoc. Prof. Dr. Adis Israngkura, Lecturer from School of Development Economics, National Institute of Development Administration and Dr. Benoit Laplante, an expert from ADB on Environmental Economics. Prof. Dr. Adis Israngkura lectured on the topic “Pollution Taxes and Fees”, who expressed his point of view that the drafting committee for the environmental tax should consider the principle law sources for the Provision on Environmental Tax. He argued that certain parameters of the tax fee must be adjusted every two or three years as to the situation. Therefore, the drafting committee should be aware of suitable principle law sources, which allow these changes. Dr. Benoit Laplante elaborated on principles guiding the design and implementation of industrial pollution taxes.

The 40 participants consisted of relevant ministries for the legal drafting as well as environmental experts.
