Rapid technological development has been exerting significant socio-economic and political impacts all over the world and Vietnam is no exception. In the context of the Industry 4.0, the NA of Vietnam is faced with the challenge of applying technology to increase their efficiency on the one hand, and the challenge of improving legal framework for the digital transformation in Vietnam on the other hand. In light of this, the ONA of Vietnam released a publication with the topic “The National Assembly and the Industry 4.0”. This is the 2nd volume of 2021 is part of the Parliamentary Information Brief series aimed at providing the NA deputies with profound knowledge on important socio-economic and political issues of Vietnam and supporting them in the fulfilment of their functions at the highest legislative body of Vietnam. The series has been published quarterly since the beginning of 2020 with technical and financial support from HSF.
This volume comprises 16 research papers discussing various aspects of digital transformation in Vietnam such as the need to improve the legal framework for digital transformation, opportunities and challenges for the NA of Vietnam in the context of the Industry 4.0, innovation in the legislation and roles of the NA in facilitating the digital transformation, policies on intellectual property rights, human development strategies in the context of digitalisation, and international experiences in digitalisation and legislative innovation. These articles are grouped into five main parts: problems and policy, regulations in other countries, quantitative information, introduction to relevant publications, and digital documents.
In addition to articles written by Vietnamese experts and the research team of the Library of NA of Vietnam, this volume also includes a paper by Mr Dietrich John – policy officer in the development policy dialogue team of Hanns Seidel Foundation Brussels. In his contribution, Mr John briefly describes the status quo, the development trend and the governance of the digital transformation in the EU with a special focus on digital taxation, E-government and the regulation of collaborative economy platforms such as Uber.
