Students and experts discussed federalist structure and approaches to peace
Summer University on Federalism, Decentralization and Conflict Resolution

Participants from 18 different countries joined the Summer University on Federalism, Decentralisation and Conflict Resolution at the University of Fribourg, Switzerland in August 2018. The Hanns Seidel Foundation Myanmar supported two participants - Muay Noan and Shine Ko Ko Lwin – who give a brief insight into the discussions and their experiences.

“In the very first lecture, Prof. Dr. Eva Maria Belser introduced the definition and functions on “States.” The presentation covered a wide range of topics such as history, culture and politics of modern states, constitutionalism and governance of States in Europe and other countries.

In the following day, Dr. Rekha Oleschak Pillai presented on “Theories of Federalism”, followed by group discussions. We discussed and shared our personal views over different papers by different federalists and over the Ventotene Manifesto. Furthermore, the participants enthusiastically shared their experiences on peace process during the session on conflict resolution and federalism.

On the fourth day, Dr. Julian Hottinger of the Swiss Federal Foreign Affairs delivered a presentation on Peace Mediation as a Means of Conflict Resolution, sharing the ideas, concepts and international experiences of negotiations, facilitation and mediations to the participants. Then, Dr. Nichola Schmitt shared the historical events, polity and precedents of the American judiciary, legislation and executives along the history in the evening. As the conclusion for the first week, Prof. Dr. Eva Maria Belser and Dr. Rekha Oleschak-Pillai presented on Comparative Analysis and Fundamental Rights in Federations on Friday.

As outside activities, historical tour in Fribourg on the trails of bilingualism and visit of the library of the institute of federalism were also organized to get the brilliant knowledgeable experiences for the participants. At the end of the week, Rene’ Pahud de Mortanges, law professor in University of Fribourg, hosted a reception to welcome the participants.”
