Sub-Conference on the Use of Electronic Learning Management Systems

The Sub-Conference on the Use of Electronic Learning Management Systems was part of The Regional Police Training Conference, that was held from March 8 to March 11, 2022 under the cooperation between the Royal Thai Police, the Bavarian Special Response and Training Police, the Hanns Seidel Foundation Thailand and Hanns Seidel Foundation Philippines with participants from Cambodia, Indonesia, Malaysia, the Philippines, Thailand, and Vietnam.

During the Regional Police Training Conference from March 8 to March 11, 2022, the Sub-Conference and Workshop of the use of Electronic Learning Management Systems (e-LMS) developed by the Bavarian Police, and how these may be adapted and/or applied to the participating countries’ police training organizations was held.

In the sub-conference workshop session, the participants gave Statements on the Use of Digital Technologies and e-LMS in their respective police and police training organizations. Furthermore, they were organized into three groups to discuss amongst themselves, taking into account their respective country experiences on the following topics:

- e-LMS: Goals and structure of e-LMS, didactic concept, and blended learning

- e-LMS: Qualification of teachers, hardware for digital teaching, and online exams

- Best practices and challenges for e-learning, the teaching of social and practical skills

- e-LMS: Evaluation of e-LMS, further training, and future plans for e-learning

The participants agreed that the successful implementation of Electronic-Learning Management Systems (e-LMS) or just Learning Management Systems (LMS), is a product of digitalization, is dependent on a didactic concept of teaching and learning, use of digital devices, having provisions for advanced or further training of students, and the presence of a learning platform which is the LMS itself. The LMS streamlines the learning process and provides convenient and interesting teaching and learning method which could be universally applied throughout the organization.

Participants requested if the HSF, in partnership with the Bavarian Police, can continue these fora, or even organize specific visits from the Bavarian Police to countries to demonstrate their use of their LMS.
