The Hanns Seidel Foundation supported the Central Institute of Civil Service in Phaunggyi with the implementation of the 8th Senior Level Official Management Course.
The one-week workshop- between the 16th and 20th of January 2017 - with 58 senior level officials was taught by Elisabeth Alber from the Institute for Studies on Federalism and Regionalism (Italy) and Dr. Soren Keil from the Canterbury Christ Church University (United Kingdom).
The senior level administrators in Myanmar are crucial actors in the peace process and for the future of Myanmar. Therefore, the aim of the workshop was to share general knowledge about federalism with them. The week-long seminar was split into sessions delivering theoretical background information on federalism and constitutions, country case studies and ways on how to apply the knowledge in Myanmar.
By acquiring this profound knowledge, the administrators got enabled to actively participate in discussions on federal reforms in Myanmar. Throughout the workshop there were presentations followed by working group sessions. For the sessions, the civil servants split up in groups and discussed topics in depth. After the group work sessions, group members presented their findings. Additionally, role plays were conducted.
Due to the successful cooperation between the Hanns Seidel Foundation and the Union Civil Service Board more trainings for different participants are planned. The next one will take place mid-2017.
