Community-based Dialogue Project
Regional Training of Trainers and Institutionalization Workshop held for NCR, Region III and Region IV-A

Under the auspices of the project on “Community-based Dialogue Sessions on Human Rights Promotion and Protection between the Armed Forces of the Philippines and the Philippine National Police, and Civil Society Organizations and Local Communities,” the third leg for 2016 of the “Training of Trainers and Institutionalization Workshop” covering the National Capital Region (NCR), Regions III (Central Luzon) and Region IV-A (CALABARZON) was held on 03-07 October in Manila.

The activity was attended by thirty-seven (37) participants representing the AFP, PNP, CSOs and CHR as well as key representatives of partner organizations. As in previous Training of Trainers (TOT), the priority for selection of participants are those from Regional Special Training Units (RSTUs), Regional Human Resource and Doctrine Development (RHRDD) and Regional Training Centers (RTCs) on the part of the PNP, and Executive Officers (Ex-O) and Civil Military Operations (CMO) officers for the AFP. The CHR was represented by Special Investigators and Information Officers while CSOs include paralegals and community organizers, among others.

This project component is being undertaken following strong recommendations from participants of the dialogue sessions from all administrative regions of the country.  From 2015 onwards, consistent with the objective of institutionalizing the gains of the project, Training of Trainers and Institutionalizations Workshops were held towards setting up a network of trainers in different areas of the country, composed of area teams with multi-sector membership.

The TOT utilized the “Multi-Sectoral Human Rights Training Handbook,” copies of which were distributed to all participants as reference material.  The TOT participants underwent a condensed version of the 3-day multi-sectoral human rights training for the first two-and-a-half days, a demonstration teaching session for one day, and a planning and institutionalization session for another one-day.

Overall, the participants expressed appreciation on the conduct of the multi-sectoral training on human rights promotion and protection which involved the security sector and civilians, noting the valuable exchange of experiences and insights on the actual situation on the ground. They also underlined the importance of the “community-based dialogue” (CBD) approach or mechanism in tackling local issues and concerns particularly those affecting the relationship between and among the AFP and PNP, and CSOs and private organizations.

The TOT is one of many joint activities under this project which has shown a closer and open engagement between the security forces and the civilian communities.
