In light of the heightened advocacy towards the country’s shift to a federal form of government, a Regional-Level Policy Dialogue on “Federalism 101” was held on 29 June 2019 in Cagayan de Oro City covering Northern Mindanao.

The main presentor and discussant was Atty. Eduardo Baghwani, Assistant Chief of Operations of the Department of the Interior and Local Government of Region 10. 

He gave a comprehensive and enlightening presentation touching on “What is Federalism?, “How is Federalism different from Presidential-Unitary System”, “Decentralization and Devolution of Powers”,  “Essential Elements of Philippine Federalism”,  Fiscal and Economic Implications, and “Why Should We Federalize?”, among others.  Interesting data and statistics were shared which opened up an engaging exchange of views and perspectives with the participants.
