Chaired by Batangas Governor Hermilando I. Mandanas, the RDC of Region IV-A is the second local body at the regional level that has given due recognition to the significant accomplishments of the project which has been ongoing for more than 10 years.
The resolution has acknowledged the positive impact of the project in establishing and sustaining a good working relationship between the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP), and Civil Society Organizations (CSOs) and Local Communities through a common and deeper understanding of human rights concepts and principles, institutional programs and policies, laws and procedures, judicial and other remedies, sharing of experiences, identification and resolution of issues and concerns, among others, thus leading to an improved relations and closer cooperation borne out of mutual trust and respect.
The CBD project is a joint initiative of the AFP, PNP, Commission on Human Rights (CHR), Alternative Law Groups (ALG) and the Philippine Alliance of Human Rights Advocates (PAHRA) with the support of the Hanns Seidel Foundation of Germany (HSF).
