Focus on Improved Communication
Prosecutors and Police Investigators Engage in Continued Dialogue

Better Communication in Matters Related to the Basic Elements of Common Crimes, Fundamentals of Criminal Law and Procedure, and the Proper Preparation of Judicial Affidavits in Criminal Cases was the main focus in the Dialogue amongst Prosecutors, Law Enforcement Agencies and Security Forces held in the Province of Bukidnon.

With the objective of improving communication, prosecutors and police investigators joined by representatives from the security forces participated in a dialogue held in Malaybalay City, Province of Bukidnon last 24 July 2019.  This dialogue is the fifth one held in the province since the launch of the series in 2017. 

From the first activity, the level of communication amongst the participants has since developed through the regular activities to the open and frank conversations that the participants had during this dialogue.  Several major crimes have been taken up during the previous ones.  Challenges have been and continue to be addressed and suggestions, considered as the activities continue to support the open exchange.

During this activity, discussions touched on proscription under the Human Security Act of 2017, filing of terrorism financing charges based on the Terrorism Financing and Suppression Act of 2012 (Republic Act 10168) and being aware of crimes committed by terrorists that violate the International Humanitarian Law (IHL) (Republic Act No. 9851 - Philippine Act on Crimes Against International Humanitarian Law, Genocide, and Other Crimes Against Humanity).

The Summary of Results from the 2018 dialogue activities was also presented and the corresponding updates and actions taken, shared, along with the recommendations presented during the Top-Level Policy Dialogue held in Manila last 28 November 2018 and attended by high level officials from the Department of Justice and the Philippine National Police-Directorate for Investigation and Detective Management.  This helps to demonstrate the positive results and provides the participants with a clear idea of possible further positive outcomes of the continuing conduct of dialogue activities in the region.

The activity was organised by the Department of Justice-National Prosecution Service together with the Philippine National Police-Directorate for Investigation and Detective Management, with the support of the Hanns Seidel Foundation as part of their partnership on the program, “Dialogue between Prosecutors and Police Investigators from the Northern Mindanao Region,” which began in 2017.
