Nationwide Ceasefire Agreement- Signatories (NCA-S) Ethnic Armed Organizations (EAO) Working Group Meeting

Yangon - A working group meeting of the Ethnic Armed Organizations (EAOs) that have signed the Nationwide Ceasefire Agreement (NCA) was hold in Yangon between the 18th and 19th of August 2016. The meeting was an addition to the “2nd NCA-S EAOs Workshop on Political Issues for the Union Peace Conference (UPC) 21st Century Panglong”, that was also carried out in Yangon at the beginning of the month.

HSF

During the two days workshop all EAO NCA-s were represented by a member of their respective organization. The participants drafted policy proposals for the 21st Century Panglong Conference. The already existing policy proposals were discussed, and improved- until all participants agreed on them. The atmosphere of the working group meeting was focused and productive. The different actors discussed their point of views, nevertheless they were willing to compromise in order to agree on common policy proposals.

The working group meeting prepared the participants for the 21st Century Panglong Conference, also called Union Peace Conference (UPC) which will start in Nay Pyi Taw on the 31st of August. The 21st Century Panglong Conference brings together various actors such as the government, the Myanmar military (the Tatmadaw), EAOs that have signed the NCA as well as those that have not signed the NCA with the aim to achieve sustainable peace among the different groups. There is great hope that the implementation of a well-developed federal system can be the foundation for this process.

In an opening remark Achim Munz, country representative of Hanns Seidel Foundation (HSF), pointed out the importance of the upcoming events and the outstanding role of the EAOs’ in the peace process. The HSF supported the working group meeting in collaboration with the Centre for Development and Ethnic Studies (CDES).
