Since more than 3 years the Hanns Seidel Foundation (HSF) Myanmar is cooperating with the Union Civil Service Board (UCSB) and supporting their Executive Level Official Management courses at the Central Institute of Civil Service (CICS). The Executive Level Official Management courses are two months long and cover a wide variety of trainings and topics for the Executive Level Civil Servants.
The Hanns Seidel Foundation (HSF) Myanmar supports the political science part with the topics of Federalism and Decentralisation. The training course on Federalism and Decentralisation at the CICS in upper Myanmar, Zeepingyi near Mandalay took place for five days from 24th to 28th July 2017. The international experts that are implementing the courses were Dr. Soeren Keil and Mr. Paul Anderson both from Canterbury Christ Church University. The international experts will also assist and share their expertise in the next two workshops on Federalism that are about to take place in Taunggyi and Yangon respectively.
The course was structured to provide an introduction to Federalism and Decentralisation and then elaborate the topic into more depth and the Myanmar context. The five days included lectures, workshops and role-plays. The feedback from the participants was generally very positive as the findings of the evaluation of the questionnaires indicate. Particularly the satisfaction of the attendants towards the international expert’s preparation, presentation and knowledge was remarkable.
