Hanns Seidel Foundation Chairwoman meets with Philippine Police Officials

On the occasion of their visit to the Philippines, the Hanns Seidel Foundation’s Chairwoman, Professor Ursula Männle and the HSF Board Secretary, Former German Federal Minister Mr. Michael Glos met with the Foundation’s partners from the Philippine National Police (PNP) and the Philippine Public Safety College (PPSC).

Professor Männle and her party met with the Chief of the Philippine National Police (PNP) Director General Ricardo C. Marquez, Director Christopher A. Laxa of the Directorate  for Human Resources and Doctrine Development, and Chief Superintendent Dennis A. Siervo who heads the PNP Human Rights Affairs Office.  The PNP officials expressed their gratitude for the support provided by the HSF under its partnership with the PNP.  DG Marquez affirmed the PNP’s commitment to respect human rights and described how the principles of rights-based policing principles are integrated in the conduct of police operations.  In a separate briefing, CSupt. Siervo enumerated the activities undertaken by his office to promote rights-based policing including the conduct of training activities under the collaborative agreement between the HSF and the PNP.

During their stay in the country, the HSF visitors had the opportunity to visit the PPSC’s National Capital Region Training Center (NCRTC) where they met with PPSC President Dr. Ricardo F. De Leon and NCRTC Training Director Police Superintendent Roderick D. Mariano.  Dr. De Leon expounded on the positive effects of the collaborative program between the PPSC and the HSF, and how the PPSC promotes and has integrated in its programs of instruction the use of practical, case-based teaching methods in training police officers.  Police Superintendent Roderick D. Mariano gave a presentation and arranged for the visitors to observe actual police recruit training which included training scenarios where students are taught to exercise their communication skills as a means to de-escalate conflict between the police officers and persons being arrested.

Aside from Professor Männle and Mr. Glos, the HSF visitors included Ms. Sylvia Straβner, Deputy Head of South and Southeast Asia Division, and Mr. Götz Heinicke who is the incoming resident representative.  They were accompanied by HSF Resident Representative Mr. Paul G. Schäfer and Mr. Noel Ruiz.
