Handbooks for Deputies on 3 Main Functions of the National Assembly of Vietnam

As part of the cooperation between the Office of National Assembly of Vietnam (ONA) and Hanns Seidel Foundation Vietnam (HSF), 3 guiding handbooks on key functions of the National Assembly (NA) of Vietnam were published and handed over to all NA deputies during the first session of the 15thNA.

A NA deputy happily received 3 handbooks at the hall of the conference room during the 1st sesison of the 15th NA of Vietnam.

HSF

In 2020, HSF supported the ONA in conducting research on roles, duties and mandates of the NA deputies in fulfilling main functions of the NA in line with an evolving institutional framework. The research included the analysis of recent changes in legal and administrative processes as well as interviews and assessments with sitting and previous deputies and officials. Based on the research outcomes, 3 handbooks were published this year focusing on 3 functions of the NA, namely legislation, oversight, and participation in important decisions of the nation. The publications aim at providing the NA deputies with profound technical knowledge on their roles, duties, mandates as well as supporting mechanism and necessary skills for them in each stage of the legislative, supervisory and decision-making processes. These publications are of great importance considering that out of the 499 newly elected deputies of the 15th NA, 296 deputies (59.32%) are first time deputies, and 306 deputies (61.32%) are part-time deputies.

Handbook: The NA deputies in the legislative process

HSF

The handbook “The NA deputies in the legislative process” provides comprehensive guidelines on legal bases for the legislative function of the NA, procedures in different stages of the legislative process as well as roles of the principal organs of the authority in each stage. In addition, the handbook also explains supporting mechanism for the NA deputies in terms of knowledge, communication, information, finance, administration, and institutional mechanisms.

Handbook: The NA deputies in the supervisory process

HSF

Focusing on the supreme oversight of the NA, the handbook “The NA deputies in the supervisory process” clarifies 11 procedures of the supervisory process of the NA such as considering and examining reports submitted by the Government as well as agencies established by the NA; analysing the conformity of legislative documents with the Constitution, laws or other legislative documents; raising questions and considering the answers for those questions during NA sessions; conducting thematic supervision, amongst others . In addition, the handbook also presents some necessary skills for the NA deputies to fulfil their supervisory functions, for example data collection, placing questions, and legislative document analysis. Finally, the supporting services available to the Deputies provided mainly by the ONA and the Library of the NA are explained.

Handbook: The NA deputies in the decision-making process of important issues of the nation

HSF

The third publication in this handbook series for the NA deputies explains roles of and supporting mechanism for the NA deputies in decision-making process with regards to important issues of the nation such as socio-economic development plans, national budget and financial plan, public investment, foreign affairs, and election of top leaders of the nation.

These handbooks were handed over to newly elected NA deputies during the first session of the 15th NA of Vietnam. The first session was originally planned from 20th July to 5th August but was shortened due to the complexity of the 4th wave of the Covid-19 in Vietnam and concluded on 28th July 2021.
