The Hanns Seidel Foundation supported a two-day Training of Trainers programme on “Federalism, Decentralization and Understanding Peace Process” at the CICS in Upper Myanmar, Zeepingyi.

In his opening remark, H.E U Saw Valentine, a member of the Union Civil Service Board Myanmar (UCSB) mentioned federalism as the foundation of sustainable peace as well as the important role the civil service plays in the implementation of federalism.

During the training, the participants, who are the lecturers and teachers of different departments of the CISC, learnt different aspect of Federalism and Decentralization, as well as the importance of Civil Services within Federal Systems. HSF invited Dr. Soeren Keil from Canterbury Christ Church University to lead the training.

The training furthermore included a panel discussion on the Myanmar Peace Process at the second day. The speakers were Za Ceu Lian, facilitator at the Security Sector Meetings in the Panglong Meetings and Aung Soe Min, Programme Manager of HSF. U Tin Soe from CICS was moderating the discussions.

We hope that the participants gained profound knowledge on Federalism and Decentralisation. We would like to thank UCSB for their cooperation and the participants for their valuable discussions.
