2nd Annual BIPA Meeting
A total of 21 Indonesian police officers and 2 Bavarian police experts from Police Station 13 in München-Schwabing 13 and from the Bavarian Landeskriminalamt (BLKA) participated in the meeting. The meeting was opened by the President of BIPA, Police Assistant Superintendent Mr. James Hasudungan. The Resident Representative of HSF in Indonesia, Dr. Daniel Heilmann, and the Head of the Master Study Program at the Police Science College of Indonesia (STIK-PTIK) Mr. Bambang Sugiarto delivered additional opening remarks.

Exchange of experiences between Bavarian and Indonesian Police Officers
The BIPA network consists of three batches (2015 to 2017) of Indonesian police students which were participants in the joint internship program of the Munich Police and Hanns Seidel Foundation. The meeting served as a forum to share knowledge and experiences regarding service-oriented policing. The Indonesian alumni gave short presentations on various topics which are of relevance in their daily police work. The Bavarian experts also gave input and updated the Indonesian alumni on new developments regarding citizen-oriented policing in Germany. For example, the Bavarian experts shared with their Indonesian counterparts their experiences with the use of biometric data and especially the use of face recognition software. Another topic that was discussed were deradicalization strategies as a form of crime prevention in both countries. Many new ideas came up in the roundtable discussions and knowledge was shared between the participants.
Towards a BIPA Action Plan
Furthermore, the BIPA alumni agreed on implementing an action plan regarding activities to be carried out through the BIPA network. The idea is that BIPA should contribute to the improvement of the integration of the Indonesian police into society. The BIPA alumni are in a privileged position to the knowledge that they gained in the joint activities with Hanns Seidel Foundation and the Bavarian Police. The activities discussed and the action plan will be carried out in selected police stations throughout Indonesia, where members of BIPA are posted. The activities of BIPA alumni will be supported by Hanns Seidel Foundation and the implementation of the action plan will presumably begin in the second half of 2018.
